violent anti-foreign agitation by publishing the grossest
misstatements and misrepresentations bọth as to the negotiations between ourselves and the Chinese, and as to the attitude adopted by the foreigners. One paper,
the "78 uilds' Commercial Gazette", went so far as to
glorify as a "hero" the assassin who "by throwing a mall boab, had scattered the blood and the flesh of a group of Imperialists". This has been taken up by my French

llaague with the chinese authorities. I forward here- with copy of his letter on the subject, which he was good enough to communicate to me (malo sure 6). A moderate statement of our position was drawn up and translated into Chinese, but the Chinese newspapers refused to insert it, or indeed any writing tending to show the foreign
point of view.
A brief statement of the negotiations down to July 22nd was finally prepared and sent down to Hongkong, where it has been published in the Fresa. A more general statement, for the benefit of foreign papers, which are not aware of of the nature and the origin of the controversy, was sent
down at the same time. I transmit herewith ∞pies of
these Itatements (enclosures 8 and 4).

Mr Bugene Then is well known to be on bad terms with
Mr 0.0. Tu, and on the other hand has afforded us valuable assistance in the past in connection with piracy suppressim.
